Expanding the ability for state agencies to conduct business online with Coloradans is a top priority for Treasurer Hillman, including electronic commerce, alternative forms of payment and the integration of virtual transactions into the state’s accounting system.
Working in conjunction with the Colorado Statewide Internet Portal Authority, Treasury is actively developing a comprehensive e-commerce solution that will:
- Provide a cost effective, agency-neutral, web based payment engine that expands e-commerce access to government services by citizens.
- Provide a secure, stable platform with an open architecture that maximizes scalability and efficiency in an effort to reduce paper transactions and their associated costs.
- Provide a payment platform that minimizes integration and development requirements for individual agencies.
- Provide opportunities for state employees to gain knowledge and experience in processing e-commerce transactions, and qualitative data on the costs and benefits of e-commerce.
- Provide adequate technical, developmental and customer service documentation to Treasury and all participating State agencies.
- Provide compatibility with the State's accounting and reconciliation requirements for electronic payments (Visa, MasterCard, American Express, Discover and electronic checks), including electronic integration with the state's accounting platform, the Colorado Financial Reporting System (COFRS).
